The article focuses on the countermeasures which have been established by the Monroe County in Florida to deal with the illegal immigrants when Cuban President Fidel Castro passes on. It is noted that the politics of Cuba and the deteriorating health of Castro are the two urgent homeland security concerns of the county. Preparing for this phenomenon, the county has developed a comprehensive first responders initiative to combat such exoduses.
