ABSTRACT
This article discusses the flaw of the strategy of selective coercion adopted by the Bush administration after the September 11, 2001 terrorist attacks. The Iraq war was a demonstration of this strategy. Ironically, the Iraq War only steeled the determination of other countries which the U.S. has identified as belonging to the axis of evil, such as North Korea and Iran, to develop or acquire nuclear weapons. The world is entering what might be called as the second nuclear age.
