ABSTRACT
The article reports on the scheme that would require consumers to cut their carbon output. David Miliband, the environmental secretary, has plans for a nationwide carbon swipe card scheme. In this scheme, the people, even the Queen, will be allocated with an annual carbon allowance, which is identical. It will store points from an electronic card just like credit cards and other bank cards. The cards will be swiped and points will be deducted everytime the user buys a non-renewable energy. This process, however, is opposed by some individuals, who questions its individual responsibility.
