ABSTRACT
The article discusses the internal political instability and external dependency problems in the Horn of Africa. It has been observed that the civilians are the one who suffered from the cyclical droughts in the region, the post-Haile Selassie ravages in Ethiopia, the plight of the Eritreans, the Ogaden War of 1977-1978, the intensifying opposition to the Siad-Barre regime in Somalia, and the simmering ethnic cleavages in Djibouti.
