ABSTRACT
The article examines the manifestations of the alleged restrictive acts of the United States Office of Education in administering federal grants for education. Based on some educators' charges, the agency is biased in terms of determining the projects to be funded. School personnel have also complained about what they claimed were unwarranted requirements in preparing applications for funds. The factors affecting the agency's decisions in terms of selecting the recipients of federal aid are also analyzed and discussed.
