ABSTRACT
The article reports on the proposal to establish a national definition of literacy presented by the National Assessment of Educational Progress (NAEP) in the U.S. The NAEP is considering its 1992 reading test that calls for a new test of oral reading and assessment to collect portfolios of students' work in the subject. The proposal is to allow state-by-state comparisons of student achievement in the subject to arrive in a common definition.
