ABSTRACT
The article reports on the passed national energy policy that will give Connecticut officials a chance to make their case against a plan that will split the state in two electric-pricing zones and raise rates with the hope of spurring investment in power plants. A hearing on September 20, 2005 will push back the final ruling of the Federal Energy Regulatory Commission on the plan.
