The article comments on the need for embedded commercial off-the-shelf computing suppliers to understand the new acquisition strategy of the U.S. Department of Defense. Factors influencing the military's transition to an evolutionary acquisition strategy include technology risk, budgetary pressures, and commitment to military action in Iraq and Afghanistan. This strategy is developed for rapid acquisition of mature technology and spiral development.
