ABSTRACT
The article presents an analysis in response to William J. Gephart's article relating to the application of the convergence technique in reading. His argument centers on the proposition that a program for reading must not only include the component of development and dissemination, but likewise cover design and testing of delivery procedures and a strategy for promoting the system as an instrument of educational change. He advocates a skeptical application of common sense, explaining it in the context of reading, reading instruction, and systems analysis. Disputing Gephart's inadequacy in the program's implementation stage, he rather propose an adequate program which includes statement of goals and a means of determining the degree to which the goals have been attained, specifying the details of the procedure, and the necessary future steps.
