ABSTRACT
The article reports that the Energy Policy Act qualifies the Minerals Management Service (MMS) to take over as the lead federal authority for offshore renewable energy products, such as wave and wind power. The MMS is the lead federal agency for permitting and regulatory oversight of the two projects already forwarded to the U.S. Army Corps of Engineers. These projects are the 420-megawatt Cape Wind project off Cape Cod, Massachusetts, and the 140-MW Long Island Power Authority project off Long Island, New York. The MMS plans to establish regulations and guidelines under its new authority which includes payment and lease structures for wind power projects .
