ABSTRACT
The article explores the role of school superintendents in building instructional leadership among principals. It is the first priority of superintendents to promote the principal's role as instructional leader. Principals acknowledged the need for a districtwide focus in the area of literacy and mathematics and that evaluations were aimed at finding evidence of the implementation of such practices. Included are the strategies used by several superintendents to develop instructional leadership. INSET: Three Keys: Promote, Support, Develop.
