ABSTRACT
The article informs that while Illinois lawmakers are still digesting a partially bond-financed $9.4 billion capital budget, several other substantial new bonding proposals also await their attention, including a $1 billion borrowing program for stem cell research and the creation of a new southeastern economic development authority. A public rally is scheduled for today on the stem cell borrowing plan floated late last year by Comptroller Daniel Hynes and formally introduced as legislation by last week. Under the plan, the state would create the Illinois Regenerative Medicine Institute to foster stem-cell research with grants that would come from $1 billion of bonds.
