The article presents an update on federal and legislative issues relevant to the U.S. Speech Communication Association (SCA) as of December 1979. The long-term effort to bring a separate Federal Department of Education into being has culminated at a White House bill-signing ceremony on October 17, 1979. President Jimmy Carter signed into law a compromise Senate/House resolution that included the major provisions that had been recommended by the Administration and other supporters of the legislation. SCA Executive Secretary Bill Work, who represented the association on the ad hoc coalition of national organizations that had been lobbied for a separate Department of Education, attended the ceremony. On the other hand, the emphasis of the meeting of the SCA Administrative Committee in Washington was on educational programs of interest to SCA members and to SCA as an organization. Representatives of agencies were present at the meeting: Ann Drennan of the Office of Education Steering Committee on Basic Skills Coordination, Virginia Koehler, assistant director for Teaching and Instruction, Teaching and Learning Branch of the National Institute of Education, and others. Meanwhile, a new SCA book "Funding Resources for the Communication Arts and Sciences," by Susan A. Hellweg and Jerry E. Mandel has been published. The volume contains information about available support for research and development undertakings from both federal and private sectors.
