ABSTRACT
This article presents the conference proceedings of the 1974 Legislative Council of the Speech Communication Association (SCA) during its 60th anniversary meeting in Chicago, Illinois on December 27 to 30, 1974. On Friday, December 27, SCA president Samuel L. Becker called the meeting to order at 9:45 a.m. and asked for nominations for the Council representative to the 1974 Nominating Committee. Subsequently, R. R. Allen was named to the post by acclamation. President Becker supplemented the written report that he had filed by reviewing certain highlights of the year. He called attention to matters that had been of significant concern to the SCA Administrative Committee. A central preoccupation, stimulated in part by an extensive report filed by an Ad Hoc Committee on Membership chaired by Robert J. Kibler, centered around the search for ways and means to define association goals and priorities and better serve present members, while attracting new members to the organization. The plan to relocate the national office in Washington or immediate environs was reviewed and sustained. Steps were taken to address directly the increasingly difficult financial situation of the association, and long-range efforts have been instituted that should result in greater operating efficiency.
