Reports on the debate over the issue of implementing a sales tax to replace the excise tax system as part of proposed tax reform in Puerto Rico. Claim of gubernatorial candidate Anibal Acevdeo Vila that implementing a sales tax would impose an additional burden on the poor and the middle class; Study cited by the State Society of Certified Public Accountants showing that government would collect more revenue from the implementation of a sales tax.
