ABSTRACT
The article reports on proposed accounting legislation in the United States. Small business groups are lobbying the House Financial Services' capital markets subcommittee against a Financial Accounting Standards Board (FASB) rule concerning stock options. Karen Kerrigan of the Small Business Survival Committee criticized FASB for supporting the Black-Scholes and binomial methods. Mark Heesen of the National Venture Capital Association supports H.R. 3574, the Stock Option Accounting Reform Act, which is sponsored by Representative Richard Baker of Louisiana. The tax bill, Jumpstart Our Business Strength (JOBS) Act (S. 1637), is expected to pass in the Senate.
