ABSTRACT
The article presents views of the author on whether the present restriction laws regarding immigration in the U.S. be modified. He doesn't agree to the proposition that, because a human being happens to be born in some other country, he is therefore a menace to the republic. He cannot subscribe to the doctrine that, because there are some people in other countries who will not make good citizens of this country or of their own, therefore they should exclude all people indiscriminately. He denies that they are legislating for the U.S. when they bar their gates the man of good morals, good intelligence, good intentions, and good health.
