Empowerment of the president to order the departure of any alien embodied in the Alien Act of 1798; Power of the chief executive to enter into international agreements to regulate immigration manifested in the Immigration Act of 1907; Quota Act of 1921, regulating admission of three percent of the number of persons from each nation.
