ABSTRACT
The article focuses on the rate of U.S. public safety construction industry at which its grows and decline according to the U.S. Department of Justice Federal Prison System Fiscal Year 2014 Congressional Budget Report. Topics discussed include issues related to inmate overcrowding, use of public private partnerships to overcome shortfalls in public financing, and considering increasing population and incarceration rate and decreasing government spending as the drivers for new construction.
